San Antonio City Council approved higher fines for dog owners when their dogs repeatedly get loose or bite others. District 7 Councilwoman Marina Alderete Gavito championed the effort after a series of dangerous dog attacks.

The city said in a statement that two American Staffordshire Terriers severely attacked a man sitting in his backyard at a mobile home park on the Northeast Side, one of several dog related attacks in the city in recent weeks.
