Hinojosa is trying to overcome a significant fundraising disadvantage against incumbent Gov. Greg Abbott, the Republican seeking a record fourth term.

Her plan would cost $17 billion which would come from the rainy day fund. She said Abbott is hoarding money in that account that belongs to Texans.
