Texas Governor Greg Abbott raised eyebrows when he campaigned for Pre-K funding across Texas. Many speculated it was a way of stealing a popular issue from his Democratic rival Wendy Davis, but now he is still pushing for funding on a bill that doesn't have much pull within the Republican ranks.
