Luminaria has been held in various downtown neighborhoods over the last 16 years. Festival-goers were happy to see it come to the historic St. Paul Square on the East Side and celebrate its rich culture.

The transit agency was a co-sponsor of the march. It said in a statement that it is reviewing and considering conditions laid out by the transit workers union.

Organizers were forced to cancel the original MLK Day march in January due to inclement weather.
