The Source: A Culture Of Roaming Dogs

This week a man was viciously attacked by a pack of dogs on the South Side. Abel Arias was unconscious when officer Matthew Belver arrived to find him being mauled by 6 dogs. When trying to intervene he was attacked and fired his service weapon, killing two of the dogs and injuring another. 

The dogs were caught and given to Animal Control Services. Many of these dogs had owners begging the question, why were they roaming the streets? According to Lisa Norwood at ACS, the practice of many San Antonio pet owners of allowing their animals to run free is widespread.

What does this culture of irresponsible ownership mean and how do we through to owners?
