The State of Texas's Health And Human Services Commission threatened legal action this week against the Dallas Program for the International Rescue Committee if it were to resettle Syrian-born refugees in the state in a letter.
Governor Greg Abbott along with 30 other governors across the country expressed an unwillingness to allow Syrian refugees to be resettled in their states. It is unlikely that the governors have that power.
Despite these threats the Dallas IRC has said it will resettle lawfully entering and highly vetted refugees in the state.
