Councilmembers Perry, Pelaez, and Courage abstained from the ministerial vote that was required following the city clerk’s verification of more than 20,000 signatures endorsing the criminal justice reform city charter amendment.

The San Antonio Police Department recently announced a new protocol for responding to mental health crisis calls, as well as the permanent end of the use of "no-knock" warrants.The changes follow a summer of protests over police brutality and racial injustice across the country, including in San Antonio.

Efforts are growing to remove or reduce the role of police in responding to people in a mental health crisis. Critics and proponents alike say a widely adopted program has too often failed.
