After San Antonio city leaders pulled the plug on the biggest mass transit project in several generations–streetcar–many are looking to VIA, the city-wide transit system, to still find ways to more efficiently move people around. 

City Council Member Rey Saldaña, determined to get a ground-level view, took the bus and only the bus for a month. Now he has some ideas on how to improve it.
