With oil nearing $50 a barrel this week for West Texas Intermediate, we are seeing the highest prices in 7 months. The country has seen77 oil-related bankruptciessince the beginning of the year. Texas has lost tens of thousands of jobs, and couldlose another 40,000this year. Investment in oil communities has plummeted, and everyone is wondering is this surge the real thing.
