Can A Charter Takeover Save SAISD's Stewart Elementary School?

Trustees at San Antonio Independent School District voted to hand operations of one of the district’s most troubled campuses to a charter school organization.

This fall, New York-based charter network Democracy Prepwill take over Stewart Elementary Schoolon San Antonio's southeast side.
 
The move stalls interventions set to take place by the Texas Education Agency in August, making Stewart Elementary eligible for a two year reprieve for improvement. 

Teachers and community activists organized against the move. What are the pros and cons of this decision? How can educators, students and their families plan for change in SAISD?
