The first panel discussion in the 2009-2010 series was held at the University of Texas at San Antonio. Moderating the panel is Robert E. Mace, Ph.D., of the Texas Water Development Board.
The panelists include:

- Weldon Hammond, Ph.D., of the UTSA Center for Water Research
- Gregory M. Ellis, J.D., executive director of the Texas Alliance of Groundwater Conservation Districts
