E-Scooter Phenomenon Continues To Perplex Texas Cities. What Happens Next?

San Antonio's 6-month pilot program for electric scooters ends in April. How are local regulations working so far? What else can be done to ensure the safety of both pedestrians and riders? Are e-scooters here to stay? 

Across the country, e-scooters have been met with both praise and contempt. They're championed by some as an eco-friendly alternative transportation method; a way to close that last mile gap if taking the bus to work. Others see them as a nuisance at best, public safety hazard at worst.

There are thousands of electric scooters on the streets of San Antonio, available for anyone with a driver's license and bank card to rent at will. How are other Texas cities grappling with e-scooter issues? With the Texas Legislature now back in session, are state-level regulations a possibility?
